IMPORTANT NOTICE

On September 1st 2019 the City of Toronto will complete the transition to SAP Ariba Sourcing, our chosen e-bidding solution.
  • This new tool will make it easy for suppliers to download solicitation documents free of charge through the SAP Ariba portal.
  • This means they will no longer be sold via the Tender Office.
  • Paper Bid Bonds will be accepted via the Tender Office at City Hall, West Tower on the 19th floor, until such time as all bidders make the transition to Electronic Bid Bonds.
  • In specific cases where the electronic transmission of files greater than 100Mb is not supported, CD’s will be couriered (upon request) or can be picked up in person at City Hall, West Tower on the 19th floor.
The City of Toronto has created a mock Request for Tender, Request for Quotation and Request for Proposal sourcing event within SAP Ariba to allow vendors to familiarize themselves with the new solicitation format and practice by submitting a mock bid. The mock RFT, RFQ, and RFP can be accessed here: Any questions about this transition should be directed to City Bids at: citybids@toronto.ca

Security screening and impacts on bidders/proponents

City Hall has introduced new security screening which may result in security requesting a bidder or proponent to open their submission prior to submitting it to Purchasing and Materials Management on the 18th Floor, West Tower, City Hall. If this occurs, please follow the directions of security. Security will apply a tape to reseal the submission prior to your submitting it to Purchasing and Materials Management.

Notice: Upcoming Request for Proposal – Managed Security Services Provider (MSSP)

Notice for upcoming Request for Proposal (RFP) from the City of Toronto for the provision of an enterprise Managed Security Services Provider (MSSP). The purpose of this RFP is to select a qualified Proponent as a MSSP, which includes a Security Operations Center (SOC), Security Information and Event Management (SIEM), Vulnerability Management, Device Management and Incident Response services.

The City of Toronto's objectives for this RFP are:

  1. To procure a MSSP that meets the City's corporate capabilities, technical and functional requirements;
  2. To procure a MSSP that is secure, MFIPPA, AODA and City of Toronto Accessibility compliant, scalable, flexible and open to accommodate future functionalities as additional requirements emerge;
  3. To procure a MSSP that can integrate with existing City applications, legacy systems and external systems as will be outlined in the City's defined integration requirements;
  4. To obtain knowledge transfer and training from the MSSP for key City staff; and
  5. To have the MSSP awarded in late 2019.

Please note that Proponents will be required to sign a Non-Disclosure Agreement in order to bid on this RFP. Please continue to monitor the City's website for more information on the upcoming RFP.

Notice of Upcoming Request for Proposal

As of August 1, 2019, the School Crossing Guard Program will be transferred from the Toronto Police Service to the City of Toronto. The City of Toronto is looking for vendors interested in providing school crossing guard services to the City commencing the 2019/2020 school year (September 2019). This is a notice for upcoming Request for Proposal (RFP) from the City of Toronto for the provision of school crossing guard services, which includes recruitment, hiring, training, disciplining, providing equipment, and supervision of school crossing guards. The purpose of the RFP is to select up to four (4) qualified proponent(s) to provide school crossing guard services within different areas of the city.
