Scope of work:
Bidders are required to submit with their quotation documents a certified cheque, bank draft, money order or Letter of Credit, made payable to City of Toronto, Treasurer, in the amount of $25,000.00 (twenty-five thousand dollars) to act as the Bid/Performance Security.
Scope of Work and Associated Deliverables:
Parks, Forestry & Recreation provides facility management services to approximately 727 City facilities and a million square feet. The Property Management & Maintenance Service Operation unit is responsible for the general maintenance on most of these sites. Currently in place is a work order system which captures and tracks the daily day to day maintenance work required. At present there are four (4) Districts (North, South, East, West,) within the City. Due to the large volume of work required, and in an effort to be able to service our clients in a reasonable timely manner from a location standpoint, the City reserves the right to select more than one vendor, to perform the tasks associated with this Specification. Please also be aware that response time is considered critical to our operations.
The successful bidder must be qualified and capable of performing the following work but not limited to:
General Plumbing Work
• Plumbing including domestic water systems, boiler systems including domestic water, heating radiation, steam boiler systems
• Stand Pipe Systems
• Sprinkler Systems
• Drainage Systems above and below grade
• Faucets, lavatories, urinals, water closets

• Mixing and diverting valves repair/replacement

Pools, Recreation Centres, Arenas, Gardens
• Service and repair/replacement of heater appliances, pool accessories, Shower temp. controllers, pumps etc.

Drainage and plumbing lines concealed, exposed, during occupied and unoccupied times.
The work requires superior troubleshooting skills with the ability to understand and rectify sequences of operation with equipment and processes in order to repair the equipment to original operation or to design intent. The ability to diagnose and repair is key in the performance of the Work.
.1 Bidders must be authorized sellers or resellers for any Products and/or Services provided and must hold title to any equipment that will be installed or removed. If requested by the City, Bidders must submit written verification of the authorization satisfactory to the City, prior to award. Failure to submit written verification of authorization satisfactory to the City within a time frame specified by the City will result in the Quotation being declared non-compliant.
.2 Contractor will be required to provide the City with original Equipment Manufacturer’s List Prices upon request.
.3 All work shall be subject to inspection and approval by a City representative.
.4 Prior to work on new projects, the contractor shall obtain all necessary permits, approvals, submit shop drawings, and obtain submittal approval, and certificates, all as required by regulatory authorities. The contractor shall pay for and be reimbursed for all permits, approvals, and other required documents in carrying out the said Work.
.5 The Contractor shall invoice the City for such permits, approvals, certificates, etc. on a "cost" basis as required carrying out the said Work.
.6 Equipment rental shall be quoted on a "cost" plus (if applicable) basis where cost is the amount billed to the Contractor for such rentals. The percentage markup covering all overhead and profit. The Contractor may be required to submit suppliers' invoices to substantiate claims for equipment rental.
.7 The Products and/or Services being supplied in this RFQ must be new and certified by the Bidder, and free of encumbrance.
.8 The City reserves the right to issue “Requests for Proposals”. “Request for Quotations” or “Request for Tenders” for any or all projects and as such, there is no guarantee of any work related to this RFQ.
The successful bidder shall coordinate the work and cooperate fully with City staff, and with other trades, so as not to delay the progress of the work.
If damages occur by reason of the successful bidder's operations, even though special precautions may have been employed, the successful bidder shall be entirely responsible for such damage whether such operations and work resulting there from have received the prior approval of the City’s representative or not, and all such damage shall be satisfactorily rectified at the successful bidder's expense.
The successful bidder shall at all times keep the work site free from accumulations of waste material or rubbish caused by his employees or work, and at the completion of the work, he/she shall remove all his/her rubbish and all tools, equipment and surplus materials from and about the work and shall leave the work “broom clean” or its equivalent, unless more exactly specified. In case of dispute, the City may remove the rubbish and charge the cost to the successful bidder, as the City shall determine.
For emergency repairs, the Contractor must be prepared to provide 24 hours a day service, 7 days a week. The City will be credited $200.00 per emergency call-back should the contractor not respond to within two (2) hours (the response time will be defined as the period from when the call is placed to the contractor to the time the service person arrives on site and contacts City staff). The Contractor shall maintain a full time business office during the normal business hours. An answering machine or service is not acceptable. And provide the City with a 24 hour telephone service.
For all repairs estimated to be in excess of $1000.00, authorization must be obtained from the Supervisor of Parks Technical Services, Parks & Recreation, or his designate, prior to commencement of the work. Contingency amount for parts is estimated only and may increase or decrease as needs require.
The Contractor shall in the course of duties, provide consulting services with respect to any plumbing and/or mechanical work, or any plumbing/mechanical requirement in the form of a technical advisor. The technical advisor shall be a Supervisor provided by the Contractor to the City of Toronto for a minimum of ten hours per week at no extra charge to the City. Hours not expended for the week shall be accrued to the following week and accumulated for the duration of the contract.
The term Supervisor shall mean a senior company official dedicated to 100% management and supervisory duties. In this capacity he/she shall be the contact person with this Department and will provide technical advice as and when required at no cost to the City of Toronto.
Bidders must be authorized sellers or resellers for the Products listed in Appendix “C” - Price Form and must hold title to any equipment that will be installed or removed. If requested by the City, Bidders must submit written verification of current and valid authorization, satisfactory to the City, prior to Award. Failure to submit written verification of authorization, satisfactory to the City within a time frame specified by the City will result in the Quotation being declared Non-Compliant.
Prior to award, if requested by the City, the Bidder must submit written verification that their service technicians are (licensed plumbers in good standing in the province of Ontario having successfully completed a confined space course) certified and authorized to undertake the installation and delivery services described in this RFQ. Failure to submit written verification of certification/authorization satisfactory to the City within a timeframe specified by the City will result in the Quotation being declared Non-Compliant.
All bidders shall own and/or lease a minimum of 10 marked service vans or trucks (in good working order) fully equipped/stocked with standard tools/equipment for plumbing services. Each vehicle must be equipped with all required equipment (in good working order) for confined space entry. Bidders must complete the Equipment Requirements Form found in Appendix "D", for this purpose. All equipment shall bear labels or carry certificates of safety and fitness as required by applicable regulations. Storage, loss, damage to equipment is the responsibility of the contractor and as such the City of Toronto bears and accepts no responsibility for contractor equipment. Failure to meet this requirement will result in the Quotation being declared Non-Compliant.
The Bidder must have a minimum of 10 years, work experience in each of the categories within the scope of work. To demonstrate this requirement, bidders must complete the Bidder Qualifications Form found in Appendix "D". Failure to meet this requirement will result in the Quotation being declared Non-Compliant.
The Bidder must have a minimum of 10 journeymen (not sub-contractors or apprentices) who have been licensed and practicing for at least 8 years. To demonstrate this requirement, bidders must complete the Bidder Qualifications Form found in Appendix "D". Failure to meet this requirement will result in the Quotation being declared Non-Compliant.
The bidder must also have experience/training/equipment for leak detection & pipe clearing with root cutters & water jets. To demonstrate this requirement, bidders must complete the Bidder Qualifications Form found in Appendix "D". Failure to meet this requirement will result in the Quotation being declared Non-Compliant.
All bidders must own/have immediate access (meaning same day service) to the following equipment including knowledge of safe operating practices;
- Mini Excavator
- Directional Drilling machine
- Pipe Inspection Camera
- Sanitary Pumping Truck with disposal means
To demonstrate this requirement, bidders must complete the Equipment Requirements Form found in Appendix "D". Failure to meet this requirement will result in the Quotation being declared Non-Compliant.
Bidders must submit a minimum of three (3) references from companies, for whom the Bidder has satisfactorily supplied, installed, delivered and provided warranty maintenance for Plumbing Projects in the past two (2) years valued at $40,000.00 or greater for each project. Bidders must complete the Bidder References Form in Appendix "D" for this purpose. Should the reference information requested not be included with the Quotation submission then the quotation will be declared non-compliant.
