Scope of work:
1.1.1 Through this RFQ the City is soliciting Processing Services totaling up to 15,000 tonnes of Source Separated Organics (SSO) annually to complement existing processing capacity at its own organics processing facilities and existing external contracts. The City's SSO includes organic materials as defined in Toronto Municipal Code, Chapter 844, Waste Collection, Residential Properties, and Chapter 841, Waste Collection, Commercial Properties, and film plastic bags used as bin liners separated from other components of the solid non-hazardous waste stream by the waste generator generally in accordance with directions provided by the City and that is collected by or on behalf of the City.
1.1.2 The Vendor will be required to provide one or more Facilities to receive and process the SSO Material. Each Facility may be owned by the Vendor and/or another party. Each Facility must be located in Ontario.
1.1.3 The Vendor will operate the Facility to receive and process SSO to convert the organic fraction of the material into the required End Product. Without limiting the generality of the foregoing, the Vendor will be responsible at its cost for:
a) providing an excellent standard of service to the City through the production of the End Product from the SSO consistent with the terms and conditions of the Contract;
b) taking all reasonable precautions to prevent damage, injury or loss, at the Facility and establish, maintain and enforce safety procedures for the protection of all workers and other persons at the Facility;
c) complying with all applicable Requirements of Law;
d) providing all necessary permits and licenses to operate the Facility;
e) providing and maintaining the required insurance coverage;
f) providing and maintaining the required performance security;
g) preparing and submitting monthly invoices for Processing Services and Haulage Services if required;
h) preparing and submitting reports for Processing Services and Haulage Services as stated in Section 9.12;
i) satisfying all Performance Guarantees stated in Section 9.14 of the RFQ ;
j) processing the City's SSO at one (1) or more existing Facilities located in the Province of Ontario and owned by the Vendor, and/or another party and incurring all resulting costs;
k) inspecting, then rejecting or taking ownership of the SSO supplied by the City;
l) marketing the End Product in accordance with the requirements of this RFQ and with applicable Federal and Provincial regulations, standards and guidelines;
m) incurring all costs and retaining all revenues resulting from marketing the End Product;
n) disposing of the Residual Waste resulting from SSO processing at a properly Licensed Waste Disposal Facility located in Ontario;
o) managing all Emissions resulting from SSO processing including Residual Waste and Effluent, such as biogas, and incurring all resulting costs;
p) managing all Contaminant Material, which must be separated from the SSO and managed as Residual Waste.
1.1.4 The City will not consider Bids that include SSO processing or Residual Waste disposal services that involve thermal processing treatment with or without energy recovery, such as incineration, gasification or pyrolysis.
1.2.1 If the Vendor operating Facility is located more than 161 km from the intersection of Highway 401 and Yonge Street the Vendor will be required to provide Haulage Services to transport SSO from the City Transfer Stations from which the SSO will be received to the Facility.
1.2.2 Haulage Services will be provided by the City if the Vendor operating Facility is located within 161 km, shortest one-way driving distance from the intersection of Highway 401 and Yonge Street. The City may verify the distance provided by the Bidder using Google Maps: https://maps.google.ca
Every Bidder shall submit with their Quotation documents a $15,000 Bid Security in the form of either a certified cheque, a bank draft, a money order, a letter of credit or a Bid Bond, made payable to the City of Toronto, Treasurer.
