A Mandatory Site Meeting with the City Representative will take place on site at Trace Manes Park, located at 110 Ramsey Road, East York, ON M4G 1S8, local time 11:00am on April 24, 2019. Site meetings will not be available at any other times.

Bidders must sign in with the City’s Representative at the Mandatory Site Meeting during the designated date and time for their Bid to be considered.

Bids submitted by Bidders that do not attend the mandatory site meeting SHALL be declared non-compliant.

Every Bidder shall submit with their Bid a Bid Bond in the amount of 10% of the Bid amount and will agree to provide a Performance Bond and a Labour and Material Bond for the due and proper performance of the Work, each in the amount of 50% of the Contract amount including an extended 24 month warranty period. The Bonds will be issued by a licensed surety company authorized to transact business in the Province of Ontario and shall be maintained in good standing until the fulfilment of the Contract.

Scope of Work:

The following is a summary for the reference of bidders.

The scope of work involved in this Tender shall consist of the supply and installation of all materials as detailed on the project drawings and specifications; including all labour, materials, tools, equipment, overhead, profit, coordination, warranty, etc. necessary for the completion of the work. No equipment, labour, materials, tools, etc. or storage facilities shall be provided by the City unless noted otherwise on the project drawings.

1.0 Scope of Work

The scope of work involved in this Tender shall consist of the supply and installation of all materials as detailed on the project drawings and specifications; including all labour, materials, tools, equipment, overhead, profit, coordination, warranty, etc. necessary for the completion of the work. No equipment, labour, materials, tools, etc. or storage facilities shall be provided by the City unless noted otherwise on the project drawings.

The work generally includes but is not limited to:

• Site protection barrier/ tree protection fencing
• Erosion control measures
• Clearing and grubbing
• Demolition and removals
• Excavation and rough grading
• Topsoil application and finish grading
• Concrete pavement (thickened edge when adjacent to rubber surface)
• Concrete seat walls (shallow and full depth foundations)
• Concrete perimeter curbs
• Site furnishings (includes benches on concrete walls, picnic tables, and bike rings)
• Decorative Boulders
• Cast-in-place concrete playground border
• Playground equipment
• 12’ fall max fall height poured-in-place rubber playground safety surfacing
• 15’ fall max fall height poured-in-place rubber playground safety surfacing
• Artificial turf
• Wrought iron fence (includes single and maintenance gates)
• Metal screen structures
• Shade structures (with and without splash pad water component)
• Two Tier Sandbox (includes concrete border, play sand and concrete steps c/w handrail)
• Raised concrete platform (includes concrete retaining walls, cast-in-place concrete stairs, pre-cast concrete tunnel, and metal guardrail/ handrails)
• New splash pad (includes integral coloured and regular non-coloured concrete, splash pad features, and associated mechanical works)
• Site servicing (water, sanitary and electrical)
• Bottle filler and associated site servicing
• Sub-surface drainage system (including connection to ex STM system)
• Planting (includes planting bed preparation)
• Sod restoration

Mandatory Submission Requirements:

Experience and Qualifications Form:

The Bidder must have the following experience in order to be considered for award:

1. Must have completed (including testing and commissioning), and must have achieved Substantial Performance as defined in the Construction Lien Act or an applicable US legislation for at least three (3) projects in North America within the past seven (7) years as a General Landscape Contractor involving the construction of new park improvements or upgraded facilities in municipal parks and/or recreation projects, specifically playground and waterplay construction having a minimum dollar value of $1,000,000.00 Canadian Dollars each (excluding taxes).

2. At least one (1) municipal park project including poured-in-place rubber playground safety surface.

In order to prove they have the required experience, the Bidder must complete and submit the Experience and Qualifications Form as contained in Section 3, Tender Submission Package as part of their Tender submission and provide the following information:

• Project description, i.e. location, scope of work, project value;
• Approval authority contact along with telephone or e-mail information;
• Owner contact information (current, up to date);
• Consultant contact information (current, up to date) and;
• List of Sub-Contractors for each project.

Certificate of Recognition (COR™) Requirement Information

Bidders must possess and maintain a valid Certificate of Recognition (COR™) or an Equivalent OHS Certification, such as ISO 45001 for the duration of the Contract, The Successful Bidder shall provide a copy of a valid Certificate of Recognition (COR™) or Equivalent OHS Certification in the legal name of the entity submitting the tender within three (3) working days upon being contacted by the City prior to award.

Subcontractors will not be expected to hold COR certification, but they will be expected to adhere to the certified General Contractor’s Health and Safety Program.

"Certificate of Recognition (COR™)" means the nationally recognized occupational health and safety certification granted to qualifying firms by the Infrastructure Health and Safety Association (IHSA) of Ontario or its successor.

"Equivalent OHS Certification" means an occupational health and safety certification issued to qualifying firms by an independent third-party organization and accepted by the City (in the City's sole discretion) as equivalent to the Certificate of Recognition (COR ™).
