Pre-bid meeting:Bidders are required to attend the following Mandatory Site Meeting to ascertain the amount of work involved.

The Mandatory Site Meeting will take place at 2:00 PM local time on April 4, 2019 on site. Meet with the City representative at St. James Park, at 121 King Street East, Toronto, at the Central Pavilion.

Site meetings will not be available at any other times.

Bidders must sign in with the City’s Representative at the Mandatory Site Meeting at the designated date and time for their Bid to be considered. Individuals attending the meeting must sign in and clearly indicate on the sign in sheet the name of the firm they are representing.

Bids submitted by Bidders that do not attend the mandatory site meeting SHALL be declared non-compliant.

DRAWINGS AND SPECIFICATIONS:

The Tender Specifications and Drawings are available on CD to the bidders who have purchased the tender document. Bidders may pick up a copy of the CD from the Purchasing and Materials Management Division offices, 19th floor, West Tower, 100 Queen Street West during regular business hours (8.30 a.m. to 4.30 p.m.).

Proof of Tender purchase will be required to pick-up the CD. The bidders who have not purchased the Tender document will have to do so before being given a copy of the CD.

Security / Bid Deposit:

Every Bidder shall submit with their Bid a Bid Bond in the amount of 10% of the Bid amount and will agree to provide a Performance Bond and a Labour and Material Bond for the due and proper performance of the Work, each in the amount of 50% of the Contract amount including an extended 24 month warranty period.

The Bonds will be issued by a licensed surety company authorized to transact business in the Province of Ontario and shall be maintained in good standing until the fulfilment of the Contract.

Scope of Work:

The Scope of Work for this project includes, but is not limited to the following:

Supply of all equipment, labour, supervision and materials for the general construction of St. James Park Improvements. Refer to the contract drawings for the exact limits of the site.

.1 Obtain and maintain all permits required to carry out the work. This may include servicing permits, street use permits, mud and street cleaning permits, paid duty police costs, site access and staging areas and other as required

.1 Mobilization, site and tree protection, tree transplanting, demolition, removals, disposal, and restoration. Maintain secure vandal-resistant fencing surrounding the site.

.2 Site grading and sub-grade preparation.

.3 Supply and install of site servicing work including irrigation in the formal garden area.

.4 Supply and install of electrical work including lighting systems, electrical service and all electrical.

.5 Concrete work including cast-in-place paving, cast-in-place flush curbs, cast-in-place seatwalls, cast-in-place concrete base for precast unit pavers, cast-in-place stage structure (incl. accessible ramp), and cast-in-place concrete pads benches.
.6 Unit paving work.

.7 Planting including supply and installation of topsoil(s), trees, ornamental grasses, shrubs, sod, and mulch.

.8 Supply and Install Custom Timber Pavilion including all applicable hardware, steel connections, and pigeon deterrent wire. Supply and Install Reinforced C.I.P. Stairs, Terraces, Walls, Stage Slab, and Foundations for Pavilion including perforated weepers Supply and Install Reinforced C.I.P. Stairs, Terraces, Walls, Stage Slab, and Foundations for Pavilion including perforated weepers.

.9 Supply and installation of site furnishings including benches, wood topseats.

.10 Supply and install metal fencing, metal handrails, and metal paver restraints.

.11 Relocation of existing public art (bust sculpture) on site.

.12 Supply and install heritage interpretation bronze artworks at entry plazas (south-west and south east plazas).

Experience and Qualifications Form

The Bidder must have the following experience in order to be considered for award:

1. The Bidder must have completed (including testing and commissioning), and must have achieved Substantial Completion within the meaning of the Construction Act for at least three (3) projects within the past ten (7) years as General Contractor involving the construction of new or upgraded park facilities with a minimum value of $750,000 Canadian dollars each (excluding taxes) with the following experience in order to be considered for award;

2. Two of the three projects must have been with a government agency/municipality.

3. Taken together, the three projects must include all of the following components (but each individual project does not have to include all of the components):
• Site grading and earthworks
• Site servicing
• Electrical services and lighting
• Irrigation
• Paved pathway construction including cast in place concrete and precast concrete unit paving
• Site furnishing installation
• Custom timber/wood pavilion structure Custom metal works
• Planting including trees, shrubs, perennials, sod, soil and mulch
