Drawings:

Tender Drawings are available on CD to purchasers of the tender document. Bidders must obtain a copy of the CD from the Tender Office of the Purchasing and Materials Management Division, 19th Floor, West Tower, City Hall, 100 Queen Street West, Toronto, during regular business hours (8:30 a.m. to 4:30 p.m.).
Proof of Tender purchase will be required to pick-up the CD. The vendors who have not purchased the Tender document will have to do so in order to obtain a copy of the CD.

SCOPE OF WORK:
The Contract entitles the rehabilitation of the Islington Avenue over Humber River Bridge, including replacement of parapet walls and approach slabs, deck and substructure repairs, traffic management for vehicles and pedestrians, protection and construction staging work, as well as other miscellaneous work.
The scope of work includes, but not limited to the following:
• Survey and layout;
• Traffic and pedestrian control for the duration of construction;
• Supply, install, maintain, and remove the access and protection as needed (Access and Protection shall include a working and debris platform);
• Survey and provide utility locates. Provide necessary provisions to ensure continued services of utilities;
• Supply, install, maintain, and remove Bell utility temporary support;
• Supply, install, maintain and remove environmental protection;
• Remove existing asphalt and waterproofing;
• Remove existing parapet walls. Reconstruct and replace with parapet walls with railing, reinstate the existing historic bridge plaque at north-east parapet wall end and paint the Site Number, supply and install the two new bridge plaque;
• Remove and patch repair delaminated and deteriorated concrete from deck, soffit, sidewalks, ballast walls, wingwalls, piers and abutments as identified by contract administrator;
• Inject concrete cracks at abutments, retaining walls and the pier, and reface abutment walls as identified by contract administrator;
• Remove and reconstruct expansion joint assemblies on deck and sidewalks;
• Replace bridge bearings by jacking, providing temporary support and jacking brackets;
• Remove all existing coating of the steel girders, diaphragms, cross-frames, bracings and deck drain pipes and re-coat the steel structure;
• Remove damaged existing coating for steel components of the bearings on the abutments and the pier and re-coat these components;
• Remove and reconstruct approach slabs and associated sidewalks;
• Place new deck waterproofing and asphalt surface paving on bridge deck and approach slabs;
• Reinstate armour plates on west nose of pier;
• Repair water drip at west pier head;
• Temporary relocate four street light hydro-poles and reinstate after construction of the new parapet walls;
• Construction new light pole bases;
• Install temporary cofferdam;
• Rip Rap stone protection placement;
• Completion of all associated road and civil works;
• Restoration works;
• Miscellaneous work;
• All other works as shown on the Contract Drawings and Documents.
Completion Date
• The award of the contract and the order to commence are conditional on all approvals being in place. Continuous operations shall be carried out until the work is complete. This Contract, including all site restorations, clean up, and rectification of all known deficiencies, must be completed within 239 Working Days from the date of commencement of the Site Work indicated in the Order to Commence Site Work, which will be issued following the execution of the agreement for this Contract. The Contractor is provided a winter shutdown period starting November 08, 2019 to April 03, 2020 inclusive; The Winter Shutdown period will not count against the total number of Working Days for the purpose of calculation of the Contract completion date.
• The Contractor is to commence work within five (5) days of receiving a written Order to Commence from the City of Toronto. Work requiring access to the Working Area (except the locating of utilities on site) may not begin until the Contract Administrator issues a separate Order to Commence Site Work, which shall be issued no earlier than April 22, 2019. Work that can commence after the Order to Commence is given, but before the Order to Commence Site Work is given, shall include the locating of utilities on site, site measurement, preparing shop drawings, securing approvals, and ordering materials including bridge structure railing and other structural steel components. Site work, with the exception of the locating of utilities, is not to start until directed in writing by the Contract Administrator.
• The anticipated award date will not be earlier than April 12, 2019 The Contractor shall not be entitled to any claim due to an award date later than anticipated.

Construction Staging and Phasing
The physical construction works for the project are divided into two blocks, with one block of activities of construction on the bridge deck and another blocks of activities of construction below the bridge deck, where the second block of activities will not be affected by any operational constraints related to the traffic on the bridge and could be undertaken at any time unless stated in other operational constraints regarding environment.
The construction work for the project shall be completed in two construction seasons in 2019 and 2020.
The first block of construction work for the project shall be divided into three stages (the following is only a general list of work items; refer to the Contract Document for details) and the second block of construction work is denoted as work below the bridge deck, and the detailed work items in each stage or block are shown in the following table. The works in Stage 1 and Stage 2 shall be completed by Nov. 7, 2019 before winter shutdown. The work of the construction for the entire project should be finished by September 3, 2020.
Stage 1 - Construction work on east portion of the bridge.
• Set up traffic control as per Contract Drawings;
• Close east curb lane and shift traffic to the west. 2 southbound lanes and 1 northbound lane to remain open.
• Divert and maintain pedestrian traffic on the west sidewalk;
• Coordinate all works with stakeholders and secure all necessary permits.
• Install environmental protection and tree protection.
• Install access and protection for the preparatory work for bridge work;
• Construct site access, access roads, and lay down areas if required for the Contractor’s works;
• Remove and replace asphalt and waterproofing on deck and approach slabs;
• Remove and reconstruct expansion joint assemblies on deck and sidewalks;
• Remove and reconstruct east parapet wall and light pole bases;
• Concrete patch repair deteriorated areas on deck and sidewalks;
• Reinstate light poles at barrier walls;Miscellaneous work including road approaches work.
Stage 2 - Construction work on west portion of the bridge.
• Close west curb lane and shift traffic to the east. 2 northbound lanes and 1 southbound lane to remain open.Divert and maintain pedestrian traffic on the east sidewalk;
• Coordinate all works with activities;
• Install access and protection for the preparatory work for bridge work;
• Construct site access, access roads, and lay down areas if required for the Contractor’s works;
• Remove and replace asphalt and waterproofing on deck and approach slabs;
• Remove and reconstruct expansion joint assemblies on deck and sidewalks;
• Remove and reconstruct west parapet wall and light pole bases;
• Concrete patch repair deteriorated areas on deck and sidewalks;
• Reinstate light poles at barrier walls; Miscellaneous work including road approaches work.
Stage 3 - Construction work on middle portion of the bridge.
• Close centre southbound and northbound lanes. 1 northbound lane and 1 southbound lane to remain open. Maintain pedestrian traffic on the east and west sidewalks;
• Coordinate all works with activities;
• Install access and protection for the preparatory work for bridge work;
• Remove and replace asphalt and waterproofing on deck and approach slabs;
• Remove and reconstruct expansion joint assemblies on deck;
• Concrete patch repair deteriorated areas on deck and sidewalks;
• Miscellaneous work including road approaches work.
Work below bridge deck Construction work underneath the bridge (environmental restrictions shall be respected).
• Set up environmental protection system;
• Install and remove temporary cofferdam;
• Concrete patch repair deteriorated areas on soffit;
• Concrete patch repairs on deteriorated areas on ballast walls, wingwalls, retaining walls, and the piers;
• Repair concrete cracks at abutments, retaining walls and the pier, and reface abutment walls;
• Remove coating and re-coating of structural steel;
• Re-coat steel components of bearings and replace elastomeric bearings at abutments;
• Replace armour plates and repair water drip at west nose of the pier;
• Install rip rap stone for protection of pier;
• Remove protection system upon completeion;

MANDATORY EXPERIENCE AND QUALIFICATIONS:

The Bidder must have the following experience in order to be considered for award:

• In the past five (5) years, the Bidder must have successfully completed, as the General Contractor as defined in Construction Lien Act:
o Two (2) bridge projects, with an aggregate value of $8,000,000.00 CAD (excluding HST) total;
or
o Three (3) bridge projects, with an aggregate value of $9,000,000.00 CAD (excluding HST) total , each with a value in excess of $1,500,000.00 CAD (excluding HST);
• At least one of the above projects should involve bridge rehabilitation / improvement work on arterial roadway;
• And at least one of above projects should involve steel bridge coating with a value in excess of $400,000.00 CAD (excluding HST).
