The purpose is to select a qualified consultant, or a consultant team (Vendor), to conduct stakeholder and public engagement as part of developing the City's next 10-year Housing Opportunities Toronto (HOT) Action Plan 2020-2030. The work is to be completed between December 3, 2018 and June 28, 2019.

The Vendor will assist the City in engaging with the public and key stakeholders through the following activities:
• Facilitating strategic stakeholder workshops
• Holding public engagement meetings
• Hosting a housing forum
Key stakeholders will be defined broadly, to include individuals and organizations involved with the full continuum of housing and homelessness in Toronto. The stakeholder and public engagement approach will include private, non-profit, and community-based groups, agencies and business, as well as advocates, researchers, front-line service providers, and people with lived experience.
