The growth of private transportation companies, such as Lyft and Uber, has changed the vehicle for hire industry. The City of Toronto's Municipal Licensing and Standards is seeking a qualified, multi-disciplinary team of consultants to undertake an economic impact study of the 2016 changes to the vehicle for hire industry. The study should also include a supply and demand analysis that assesses and measures the impacts of the volume of PTC vehicles and drivers, as it relates to full-time work in the existing taxicab driver labour market.
The study is intended to improve the quality and scope of information used in the 2018/2019 review of Chapter 546, Licensing of Vehicles-for-Hire. The deliverables to be completed by the Vendor will provide qualitative and quantitative analysis that is presented in a form and at a level of detail that is easily understood by the public.
The ideal Vendor will consist of a team of qualified public policy consultants and economists with demonstrated experience delivering the required deliverables through an iterative process of research, economic modelling and forecasting, and stakeholder consultation

Scope of work:
Municipal Licensing and Standards (MLS) proposes a study of the economic and social impact of the vehicle-for-hire and private transportation company industry in the city of Toronto, since the introduction of private transportation companies in 2016. The study will answer the following questions. Where appropriate, these will be broken down by taxicab industry, limousine industry, and private transportation companies:
What have been the economic and social changes in the city of Toronto, since the licensing of private transportation companies in 2016, including
o Changes affecting residents and the city (tourism, environment, road safety, etc.);
o Changes affecting consumers (accessibility, choice, etc.);
o Changes affecting drivers (job quality and stability, hours of work, wages, reliance on social safety nets, etc.); and
o Changes to the taxicab and limousine industry.
The study will be completed in five phases, culminating with a Final Report and a presentation of the Final Report to senior management of MLS and guests. All components are to be completed by end of May 2019.
