The purpose of this Request for Quotation is to select a qualified consulting team to investigate, report, design and implement Real Time Occupancy Emergency Shelters and/or Transitional Shelters. This project will explore options for people counting technologies to ascertain the suitability of the technologies within Emergency Shelters and/or Transitional Shelters, the schedules and costs associated with implementing these technologies within various sectors of the Emergency Shelters and/or Transitional Shelters and the design and implementation of the chosen technology for real time occupancy in up to two (2) pilot locations. The study will be divided into two phases. Phase 1 of the study will consist of the exploration of technologies available and the results of this study will be used to compile a business case for the implementation of the proposed pilot projects and assist in future planning for capital projects. Phase 2 of the study will be the design and implementation of the real time occupancy within the Emergency Shelters and/or Transitional Shelters in up to two (2) pilot projects and evaluation of the same. Upon completion of Phase 1 work, the City at its sole discretion may or may not proceed to Phase 2 of the work. Award of contract does not guarantee the Vendor advancement to Phase 2. Phase 2 will be all work to complete the design, tender, contract administration and turnover anticipated to be on or before Q4 of 2018 in up to two (2) pilot projects.
The City of Toronto is inviting qualified service-oriented consultants with relevant experience in a project of similar size, scope and complexity, with strong scheduling abilities, and experience in managing and coordinating the work.

Professional consulting services of a Vendor are required for the information gathering, design, tendering and contract administration of people counting technologies and various other architectural and electrical requirements for implementation of up to two (2) pilot sites in their entirety.
