Pre-bid meeting:Bidders are required to attend the following Mandatory Site Meeting to ascertain the amount of work involved.

A Mandatory Site Meeting will take place at 10:00am local time on September 18, 2018 on site, at the Centennial Recreation Centre, 1967 Ellesmere Road, ON M1H 2W5. Meet with the City representative at the main lobby. Site meetings will not be available at any other times.

Bidders must sign in with the City’s Representative at the Mandatory Site Meeting during the designated date and time for their Bid to be considered.

DRAWINGS AND SPECIFICATIONS

The Tender Specifications and Drawings are available on CD to the bidders who have purchased the tender document. Bidders may pick up a copy of the CD from the Purchasing and Materials Management Division offices, 19th floor, West Tower, 100 Queen Street West during regular business hours (8.30 a.m. to 4.30 p.m.).

Proof of Tender purchase will be required to pick-up the CD. The bidders who have not purchased the Tender document will have to do so before being given a copy of the CD.

Bids submitted by Bidders that do not attend the mandatory site meeting SHALL be declared non-compliant.

Every Bidder shall submit with their Bid a Bid Bond in the amount of 10% of the Bid amount and will agree to provide a Performance Bond and a Labour and Material Bond for the due and proper performance of the Work, each in the amount of 50% of the Contract amount including an extended 24 month warranty period.

The Bonds will be issued by a licensed surety company authorized to transact business in the Province of Ontario and shall be maintained in good standing until the fulfilment of the Contract.

Background:
The rehabilitation of this facility is being conducted as part of the City of Toronto, Parks, Forestry and Recreation, capital plan.

Scope of Work:
This project is a State of Good Repair project at the Centennial Recreational Centre in Scarborough (1967 Ellesmere Road, Scarborough M1H 2W5)
The scope of work is described as:
• Replacement of the existing skating ice refrigeration equipment with new skid type, and remove and replace wall to accommodate equipment installation
• Add dehumidification equipment in the Ice Galaxy (figure skating ice rink)
• Replacement of incoming electrical service equipment
• Add bleacher heating to the Ice Galaxy
• Replace plaster ceiling to Ice Galaxy rink corridor
• Repaint concrete block walls in Ice Galaxy and Ice Galaxy viewing area
• Replace glazing at Ice Galaxy viewing area
• Repair ceiling in Ice Galaxy viewing area
• Add vestibule at mechanical room
• Miscellaneous repairs and upgrades

Experience and Qualifications
A. Experience and Qualifications Form
1. The bidder must have completed:
a. A minimum of three (3) projects in Canada within the last seven (7) years involving the construction of new or replacement skating ice refrigeration system and all associated mechanical components and electrical equipment installation having a minimum dollar value of $1,500,000.00 Canadian dollars for each project (excluding taxes).

At least one such project must have been completed for a municipality or other government agency.

2. The assigned construction site superintendent must have supervised a minimum of 2 projects involving the construction of a new or replacement skating ice refrigeration system and all associated mechanical components and electrical equipment installation in the last 7 years.

The Bidder must provide resumes, (one (1) page maximum), for the assigned construction site superintendent(s).
