SCOPE OF WORK:

2.2.1 The following section is intended to provide the Proponents with an understanding of the specific parts of the project as developed by the City. Items not specifically listed, but required to provide fully functioning systems and to meet the intent of the City, are deemed to be included in the base scope.
2.2.2 Project Objective:
The purpose of this RFP is to select a Consultant to complete detailed design and to provide services during construction and post construction for the Downsview Watermain and Keele PS Upgrade project.
The Consultant shall review the MCEA and Pre-Design reports including all appendices, collect and review all other relevant background information for this project. The Consultant shall prepare an updated PDR after the detailed survey, utility investigations and other discussion with various stakeholders and City staff. Prepare an updated hydraulic model and transient analysis to complete the detail design. The Consultant shall prepare a construction tender for the Downsview Watermain and Keele PS Upgrade project and provide professional engineering services during construction and post construction.
The scope in this section shall be reviewed in conjunction with other RFP sections to determine the detailed scope. The scope of work of the Downsview Watermain and Keele PS Upgrade project includes the design and construction of:
• a new approximately 4 km – 900&750 mm (nominal internal diameter) Transmission Watermain from the Keele Reservoir & Pumping Station to Sheppard Ave W primarily along the route identified by the MCEA Study, including utility relocation and substandard water service replacement
• interconnections with the existing watermain system (5 connections as per PDR)
• upgrade pump No. 7 with a 60 MLD @ 58 m. TDH unit and associated work at the Keele Pumping Station
• replace nine yard isolation valves at Keele PS as enabling works
• realign PD 6/5 boundary and associated system modifications and designs
• watermain and pump commissioning including pressure monitoring
2.2.3 The scope of work includes permanent restoration including road, curb, sidewalk and green areas within boulevards. City has recently adopted Superpave Mix Design Asphalt Specifications instead of Marshall Mix. The consultant shall familiarize with the new road design guidelines and specifications and implement the new standard. For utility cut repairs and permanent restoration, the consultant will have to collect AADT count from the City's Transportation Services Department and use this information to complete road restoration design and to prepare tender specifications. Design for permanent restoration may require significant consultation and review with/by Transportation Services.
2.2.4 Permanent restoration of all disturbed areas is base scope. However, Transportation Services may add additional scope beyond restoration; such work shall be funded through contingency allowances. Note that there is a moratorium on a portion of Keele Street for the next 5 years, and if construction is identified within the those limits, Consultant shall complete enhanced restoration design as per the Transportation Services requirements. A provisional allowance is included in Table 5-4.
2.2.5 The Consultant shall coordinate and initiate utility relocations in advance of construction tender where required and feasible, and plan and include other utility relocations in construction tender where required and feasible. Complete utility circulation as identified in linear appendices.
2.2.6 Acquire permits and approvals to accomplish the design work as well as to enable construction work is base scope.
2.2.7 Prepare easement / temporary easement drawings and assist in property/easement acquisitions process, if required. A provisional allowance is included in Table 5-4.
2.2.8 Provide services for other ancillary work required to issue the tender and construction of the project.
2.2.9 Proposed Project Schedule:
The approximate timeline for this project is expected to be 20 months for design, 5 months for tendering and award and an assumed 30 months for construction and 2-year warranty period. This is the City’s suggested timeline. If the Proponent considers the timeline too short or too long, identify this in the Proposal. Within the Proposal, the Proponent is responsible for identifying a timeline that they are committed to accomplishing. The City expects to commission the new watermain and Keele PS upgrade works by December 2022.
