QUOTATIONS ARE REQUESTED FOR: All materials, equipment, labour and supervision to provide a Refrigeration Service programme, to maintain existing outdoor making refrigeration equipment located in various arenas in the Etobicoke/York district, Toronto/East York district and Scarborough district of the City of Toronto on behalf of the Parks, Forestry and Recreation Division for a period of one year with the option to renew for two (2) additional one-year periods.

Every Bidder shall submit with their Quotation documents a 10% Bid Security of the total award value including any taxes, charges, contingencies or cash allowances in the form of either a certified cheque, a bank draft, a money order, a letter of credit or a Bid Bond, made payable to the City of Toronto, Treasurer.
Scope of Work and Associated Deliverables
3.1 The inclusive Refrigeration Program shall include the following items but may not be limited to these items:
3.1.1. Supply a sufficient number of certified ammonia refrigeration mechanics to provide start-up of all forty-five (45) rinks on the date requested by the City Parks Supervisor (Mid November).
3.1.2. Provide a minimum of five certified ammonia refrigeration mechanics that are required to be assigned full time to this account for the day to day operation and basic service for two, eight hour shifts per day, seven days a week, including holidays, throughout the operating season. These certified ammonia refrigeration mechanics shall visit each site at least twice daily during the operating season. As per the Operating Engineers Act, the work performed by these certified ammonia refrigeration mechanics shall include, but not be limited to the following:
Plant readings, check oil levels, pressure levels, make any necessary adjustments and maintain the log book daily.
3.1.3 Supply of qualified ammonia refrigeration mechanics designated as additional supervisory personnel.
3.1.4. Supply of qualified ammonia refrigeration mechanics on call on a 24 hour basis, seven days per week including holidays, fifty two (52) weeks per year.
3.1.5. Supply of qualified ammonia refrigeration mechanics to respond to emergency conditions being detected by monitoring systems computerized monitoring devices. Response to these alarms would be required on a 24 hour, seven day a week basis for approximately seventeen weeks of the year (November to March).
3.1.6. Supply of qualified ammonia refrigeration mechanics to provide shut-down of all forty-five (45) rinks on the date requested by the City Parks Supervisor.
3.1.7. Shortly after shut-down the service mechanics shall report on any maintenance repairs they feel are required and provide this information to the contractor Supervisor. The contractor Supervisor would then make an inspection of each facility and prepare a report to the City designating ay maintenance repairs and any equipment replacement requirements he/she deems necessary in order to maintain a safe and satisfactory operation.
3.1.8. System operating supplies such as oil, refrigerant, calcium, rags, solvents, etc. would be supplied by the contractor and invoiced separately from the contract or supplied by the City. Removal and disposal of all waste refrigeration oil. Disposal of oil to be processed with appropriate MOE documentation.
3.2 Monitoring Portion
3.2.1 The following are included in the monitoring portion of this contract:
Repair or replacement of all electronic hardware for all the Etobicoke/York district locations
3000E micro-processor including associated panel equipment
gas detection sensors
Receive and respond to Ammonia leak detections systems in the Toronto/East York district and Scarborough district locations via text messages 24/7 during outdoor operating season.
Maintain and test QEL ammonia detectors annually and document (Tag) for the Toronto/East York district and Scarborough district locations
Maintenance of all electronic wiring.
Monitoring on a 24 hour continuous basis for all 45 locations for the duration of the outdoor operation season by licensed ammonia refrigeration mechanics.
Monitoring of each location is to be done off premises from a remote location.
Check each wireless phone system or monitoring system prior to start of the refrigeration system to ensure communication and telephone integrity
All phone lines that are not operational will be identified and reported to the City for their action with Bell Canada.
All faulty sensors or readings will be repaired, replaced or re-calibrated as required to assure accurate reporting.
Ensure ammonia detection system is controlling the exhaust fan and visual lights at set limit.
In the event of any emergency conditions being detected in the operation of the refrigeration equipment, the system will immediately report the emergency and a ammonia refrigeration service mechanic, if required, would be dispatched to the reported location.
Monitoring services to be performed by the bidding contractor's staff
3.2.2 Not Included in Monitoring
Making of actual ice surface
Maintenance of ice resurfacing equipment
General ice resurfacing
Ice flooding or patching
Concrete repairs to floor surface
Maintenance of hearing systems
Maintenance of plumbing systems
Any additional facilities
Any additional operating time beyond the designated seventeen (17) week period
Any additional operating costs not covered in this contract
Any part or materials required in conjunction with the performing of routine maintenance or with the performing of seasonal equipment servicing. The required parts or material would be invoiced separately from the contract. All attempts would be made to advise the City if any major costs were to be incurred.
Any labour or equipment required to replace major equipment deemed defective, obsolete or operating beyond its anticipated life span and is now no longer cost effective to maintain
The cost of labour is only an extra to the contract for the replacement of major equipment. Any labour that is required for general maintenance is included in the base price.
