Bidders must make their own arrangements for payment and pick-up of this call document.


2. Pre-Qualification

Bidders are required to have pre-qualified under the Request to Pre-Qualify (RTP) No. 3907-18-7050 for Pre-Qualification of General Contractors for Ashbridges Bay Treatment Plant Digesters 9-12 Refurbishment.

The following is the list of Pre-Qualified Contractors:

4. Kenaidan Contracting Ltd.
5. Torbear Contracting Inc.

Any bid received from parties that are not named in this section shall be rejected.


1.2 Description of Work
1.2.1 The Work to be done under this Contract, as specified herein and as shown on the Drawings, includes the complete supply of all materials, labour and equipment for refurbishing of the digesters 9-12 including associated control building improvements at the Ashbridges Bay Treatment Plant.
1.2.2 The Work of the Contract generally consists of, but is not limited to:
.1 Management of the construction works and integration with ongoing plant operations with protection of plant processes and equipment at all times.
.2 Provision of all temporary measures and works (including equipment, piping, civil, mechanical, electrical and instrumentation) to complete work under this Contract.
.3 Removal of all existing piping, valves, process equipment, electrical/HVAC systems in the digesters 9-12 control building including hazardous waste and chemicals within piping.
.4 Removal of all existing piping, valves and systems on the digesters 9-12 roofs.
.5 Removal of existing digesters 9-12 roofs.
.6 Installation of the structural steel roof systems for the digesters and modifications to the Control Building (new enclosed stairs and basement walls outside of existing footprint).
.7 Installation of new raw sludge and thickened waste activated sludge feeding system.
.8 Installation of new digester sludge mixing system.
.9 Installation of new digester sludge recirculation and heating system.
.10 Installation of new digester sludge transfer pumps and piping.
.11 Installation of new digester gas treatment system.
.12 Installation of new digester emergency overflow system.
.13 Installation of new building services (heating/ventilating systems; plumbing)
.14 Construction, commissioning, and testing of all new equipment, instruments and SCADA local area network.
.15 Installation of new architectural systems (new digester and Control building cladding, insulation and roof systems and new Control Building and tunnel fire separations (to meet NFPA requirements), doors, windows, flashing and interior and exterior finishes)
Installation of new electrical, lighting, process control, public address and lightning protection systems
.17 Structural modifications of digesters 9-12 and control building.
.18 Construction of clean-out chambers for each digester.
.19 Seals at all wall penetrations to be provided.
.20 Provide temporary lines for the existing services, if the disruptions are expected more than maximum allowed outages period.
.21 General site work modifications including new yard piping and pavement.
.22 Restoration of all affected areas and pavement.
.23 Training of the City’s operations and maintenance personnel.
1.2.3 Designated Substance Abatement
.1 In accordance with the Safetech Project Specific DSS reports in Section 5A, Attachment B, base scope abatement work at a minimum will include the following:
.1 20 - 200 mm diameter asbestos containing pipe gaskets
.2 20 - 250 mm diameter asbestos containing pipe gaskets
.3 50 light fixtures containing PCB or mercury
.4 Localized abatement for lead paint for any wall penetrations
.5 Localized abatement for raccoon feces on floor, piping and in cable trays in Digester control building
