Description:Neighbourhood Urban Design Guidelines Template, "How To" Manual and Pilot Project
The Toronto City Planning Division, through the Purchasing and Materials Management

Division, is seeking proposals from qualified firms to work with City staff to develop a Template for Neighbourhood Urban Design Guidelines and accompanying "How To" Manual to be used City wide. This Template and "How To" Manual will serve those communities that wish to prepare neighbourhood specific design guidelines. The Template will enable community groups to develop tailored design guidance for change occurring in their neighbourhood, while ensuring a consistent format with all other neighbourhood specific design guidelines throughout the City. The "How To" Manual will outline the process that interested communities should follow in order to produce credible and effective Urban Design Guidelines specific to their areas.

The process of developing the Template for Neighbourhood Urban Design Guidelines and accompanying "How To" Manual will also include a Pilot Project process that will result in the Vendor delivering a completed document containing Urban Design Guidelines for the Long Branch area in the south-west area of the City of Toronto. The Pilot Project will require the Vendor to work with the City, Long Branch community and the local Ward Councillor to prepare the Urban Design Guidelines.

The City’s range in budget for this project is between $60,000 to $80,000.00 inclusive of H.S.T. and all fees and reimbursables. Please note that this amount is only an approximation and does not reflect the total amount that will be paid to any Vendor. This amount is for information only and should not form the basis of any submission.

The Vendor will conceptualize and write a "How To" Manual and Neighbourhood Design
Guidelines Template so that communities interested in preparing their own design guidelines will
understand the process they should follow. In addition, the Neighbourhood Urban Design Guidelines template should be developed by the Vendor to provide communities with a guide for how their documents will take shape. The Template will also allow all the various Neighbourhood Urban Design Guidelines to have a consistent approach throughout the City.

In order to test the Neighbourhood Urban Design Guidelines Template and "How To" Manual, the Vendor will initiate a design process with the City and Long Branch community, and will complete a Neighbourhood Urban Design Guidelines document for the Long Branch neighbourhood.
