Tender Drawings are available on CD to purchasers of the tender document. Bidders must obtain a copy of the CD from the Tender Office of the Purchasing and Materials Management Division, 19th Floor, West Tower, City Hall, 100 Queen Street West, Toronto, during regular business hours (8:30 a.m. to 4:30 p.m.).
Proof of Tender purchase will be required to pick-up the CD. The vendors who have not purchased the Tender document will have to do so in order to obtain a copy of the CD.
SCOPE OF WORK:
This Contract entails Replacement of Barrier Wall End Treatments and Miscellaneous Repairs on Progress Avenue Underpass (at McCowan Road); including staged construction, temporary traffic control, excavation and backfilling, partial and full depth concrete removal, removal of concrete barrier wall, installation of permanent energy attenuators, repair of original pedestrian enclosure, pressure washing of existing enclosure, installation of guide rail, site restoration and other miscellaneous repairs.
The project shall be divided into the following construction stages (only general work items listed; refer to Contract Documents for further details)
Stage 1A Install Stage 1A temporary traffic control; and
Remove Existing Guide Rail and Install new steel beam guide rail at Progress Ave. W-N ramp onto McCowan Rd.
Stage 1B Install Stage 1B temporary traffic control;
Remove concrete barrier and sidewalk at northeast quadrant;
Construct new concrete barrier at northeast quadrant;
Install energy attenuator at northeast quadrant;
Remove pedestrian crossing west of the bridge; and
Construct new concrete sidewalk at northeast quadrant.
Stage 2 Install Stage 2 temporary traffic control;
Remove concrete barrier, concrete curb and gutter and paving stones;
Construct new concrete barrier;
Install energy attenuator;
Construct new depressed concrete curb and gutter;
Reinstate paving stones;
Concrete removal – partial depth as directed by the Contract Administrator;
Removal and reconstruction of top of barrier wall concrete;
Handrail repairs at staircases;
Repairs to existing pedestrian enclosure.
Demobilization Reinstate site to pre-construction conditions or better as approved by contract administrator; and
Demobilize from site.
This Contract, including all site restorations, clean up, and rectification of all known deficiencies, must be completed in no more than 40 working days, which shall be counted from the date of commencement of the site work. The Contract Time shall be 40 working days. The Contractor shall commence work within five (5) days of receiving an “Order to Commence Site Work” from the Contract Administrator and work in a continuous manner with sufficient intensity of effort and manpower to achieve the completion of the project within the working days specified.
Completion shall be deemed to have occurred when the criteria in s. 2(3) of the Construction Lien Act have been met, and, for clarity, shall include the removal of all temporary facilities and items (site trailer, washroom facilities, etc.) from the Working Area, within the City of Toronto's Right-of-Way.
MANDATORY EXPERIENCE AND QUALIFICATIONS:
The Bidder must have the following experience in order to be considered for award:
1. In the past five (5) years, the Bidder must have successfully completed, as the General Contractor as defined in Construction Lien Act:
a) at least (2) bridge projects with each project having a value in excess of $2,000,000 Canadian Dollars (excluding HST); or
b) Three (3) bridge projects, with an aggregate value of $5,000,000 CAD (excluding HST) total , each with a value in excess of $1,500,000 CAD (excluding HST).
2. At least one of the above projects should involve bridge rehabilitation/improvement work on an arterial roadway.
3. The Bidder and/or subcontractor for the repairs of the pedestrian enclosure must have successfully completed at least two (2) curtain wall manufacturing and design project with value in excess of $300,000 and must have a minimum of 5 years’ experience in curtain wall manufacturing, design and installation.
• Certificate of Recognition (COR™) Requirement, or an Equivalent (such as ISO 45001) OHS Certification.
