Pre-bid meeting:Bidders are required to attend the following Mandatory Site Meeting to ascertain the amount of work involved. A Mandatory Site Meeting will take place at 11:30 am local time on March 25, 2019 on site. Meet with the City representative at main entrance to the pool change room building at 275 Bathurst Street, Toronto, ON M5T 2S4. Site meetings will not be available at any other times.

Bidders must sign in with the City’s Representative at the Mandatory Site Meeting during the designated date and time for their Bid to be considered.

Bids submitted by Bidders that do not attend the mandatory site meeting SHALL be declared non-compliant.

Every Bidder shall submit with their Bid a Bid Bond in the amount of 10% of the Bid amount and will agree to provide a Performance Bond and a Labour and Material Payment Bond for the due and proper performance of the Work, each in the amount of 50% of the Contract amount including an extended 24 month warranty period. The Bonds will be issued by a licensed surety company authorized to transact business in the Province of Ontario and shall be maintained in good standing until the fulfilment of the Contract.

Scope of Work This project is a State of Good Repair project at the Alexandra Park Outdoor Pool.

The scope of work includes:

Pool and Associated Work
 Extensive concrete repairs to the existing pool floor and pool walls; epoxy paint the pool basin (walls and floor)
 Replace existing ramp in pool filtration room with new metal stairs
 Replacing existing DE filtration system with new sand filters
 Provide a new pool heater
 Provide additional returns and skimmers in the pool basin to increase the filtration rate to meet current code requirements
 Supply and install new return and skimmer piping for the pool (from the pool basin, back to the filtration room)
 Supply and install various pumps and components as part of the pool equipment upgrade work
 Repair existing pool perimeter fencing
 Upgrade the existing men’s and women’s changerooms and washrooms (new vanity, sinks and faucets; thorough professional cleaning of existing tiles on the floor and walls; paint)
 Create a new barrier-free changeroom and washroom to current AODA & City of Toronto Accessibility requirements
 Replace one set of exterior doors
 Replace two existing water heaters
 Replace the existing rooftop make-up air unit
 Replace existing exhaust fans
 Provide new front-entrance reception desk
 Provide new portable lift and portable stairs for the pool
 Provide shade structures for the pool deck
 Replace exterior light poles and fixtures with new
 Replace the pool deck emergency lighting
 Replace all exit signs and emergency lights with new
 Mechanical and electrical upgrades to support the scope of work
 Miscellaneous repairs and upgrades

Mandatory Submission Requirements Experience and Qualifications
The Bidder must have the following experience in order to be considered for award:

1. The bidder must have completed:

a. A minimum of two (2) projects completed within the last seven (7) years involving the construction of a new or replacement Class “A” pool and associated pool equipment/pool systems having a minimum dollar value of $750,000.00 Canadian dollars for each project (excluding taxes). At least one such project must have been completed for a municipality or other government agency.

b. A minimum of two (2) projects completed within the last ten (10) years involving work of similar scope and magnitude to this project, meaning multi-stream State-of-Good-Repair (SGR) rehabilitation-based municipal construction works, delivered according to schedule requirements having a minimum dollar value of $750,000.00 Canadian dollars for each project (excluding taxes).

2. The assigned construction site superintendent must have supervised a minimum of two (2) projects involving all construction of a new or replacement Class ‘A’ pool and all associated mechanical components and electrical equipment installation in the last seven (7) years. The Bidder must provide the resumes, one (1) page maximum, for the assigned construction site superintendent(s) which must specify the above.

Note: The Bidder should submit signed consent forms authorizing the disclosure of personal information to the City, or its designated agent(s), for any resumes that are submitted; however, the bidder will accept liability if signed consent forms and resumes are not disclosed to the City.

The Bidder will not be permitted to change the assigned construction site superintendent without the written approval of the Contract Administrator. Any request for changing the assigned construction site superintendent must be submitted in writing.

3. Must have representation who is familiar with all legislative and certification requirements within the Province of Ontario

4. All project have achieved substantial performance completion as defined in the Construction Lien Act, and must have completed testing and commissioning.

In order to prove they have the required experience, the Bidder should complete and submit the Experience and Qualifications Form as contained in Section 3, Tender Submission Package as part of their Tender submission and provide the following information:

• Project description, i.e. scope of work, project value, completion date and contract number (if applicable);
• Owner contact information;
• Consultant contact information (if applicable) and;

Certificate of Recognition (COR™) Requirement Information

Bidders must possess and maintain a valid Certificate of Recognition (COR™) or an Equivalent OHS Certification, such as ISO 45001 for the duration of the Contract, The Successful Bidder shall provide a copy of a valid Certificate of Recognition (COR™) or Equivalent OHS Certification in the legal name of the entity submitting the tender within three (3) working days upon being contacted by the City prior to award.

Subcontractors will not be expected to hold COR certification, but they will be expected to adhere to the certified General Contractor’s Health and Safety Program.

"Certificate of Recognition (COR™)" means the nationally recognized occupational health and safety certification granted to qualifying firms by the Infrastructure Health and Safety Association (IHSA) of Ontario or its successor.

"Equivalent OHS Certification" means an occupational health and safety certification issued to qualifying firms by an independent third-party organization and accepted by the City (in the City's sole discretion) as equivalent to the Certificate of Recognition (COR ™), such as ISO 45001.
