Scope of Work

The Vendor shall furnish all labour, materials, equipment and supervision to carry out energy efficiency and environmental control upgrades including all new controllers, devices, wires, transformers, cabinets and conduits in accordance with the Tender document, drawings, specifications (including the City of Toronto Standard BAS Specification) and all other contract documents at Waterfront Neighbourhood Centre, 627 Queens Quay Street West, Toronto.

Special Notes

1. Provide detailed schedule in MS Project format, indicating phases and completion within the period specified. The schedule must be approved by the City prior to commencement of work. Update schedule as required or requested by Consultant and the City of Toronto Project Manager to ensure accuracy of project deliverables. The schedule shall identify date/time and affected areas of any interruption periods including any work involving noise, dust, debris or odour-generating work.
2. Plan, schedule, co-ordinate and supervise all sub-trades and work during the implementation of the scope of work. Ensure that sub-trades are co-ordinated in a manner to cause the least amount of disruption and shortest project duration. All work will be after hours during regular working days unless permitted by the owner in writing.
3. Owner Occupancy: Owner and tenants will occupy the premises during the entire construction period for execution of normal operations. Co-operate with Owner and tenants in scheduling operations to minimize conflict and to facilitate Owner usage.
4. Where bypass of the Fire Alarm panel or any zoned section is required to execute the Work, The Vendor shall coordinate such Work with the Authority Having Jurisdiction and the base building fire alarm contractor, and shall provide the necessary labour to provide fire watch during the affected periods.
5. Full time site supervision is required while trades are on site throughout the work of the contract.
6. The contractor shall coordinate through the City of Toronto for all required temporary furniture moving in order to gain access to certain areas to complete the work. The Contractor shall provide at least two (2) weeks of advance notice to the City for any furniture removal or relocation prior to starting installation work.
7. Contractor's and delivery vehicle access to staging areas shall be coordinated by the Contractor with the Owner's Site Representative. Complimentary parking is not available within the building. The Contractor may enter secure areas to deliver materials and equipment (when scheduled in advance and approved to do so) and upon completion of deliveries must vacate the area and park off-site.
8. Protect existing facility, and adjacent facilities, equipment, furniture, finishes, etc. during the project. Any damages caused by The Vendor to existing facilities and/or adjacent facilities will be The Vendor's responsibility to rectify.
9. Maintain work in tidy condition, free from accumulation of waste products and debris, other than that caused by Owner or other Contractors. Remove all waste materials from the site daily.
10. Provide certificate(s) of disposal for materials removed from site as evidence of adherence to applicable waste disposal and environmental regulations. Include certificate(s) with project close-out documentation.
11. Quality Control
Regulatory Requirements
.1 Materials and workmanship shall be in accordance with requirements and recommendations of applicable rules, regulations, standards and codes as specified hereunder. All products shall bear a certification label of CSA, CGA, TSSA, ULC or ESA, as applicable.

12. Health & Safety Requirements: File Notice of Project with Provincial authorities prior to beginning of Work. Comply with Ontario Health and Safety Act, R.S.O.
13. Apply for, obtain and pay for all permits, licenses, inspections, examinations and fees required. Also submit, if required, information and other data that may be obtained from the Engineer. Should the authorities require the information on specific forms, fill in these forms by transcribing the information provided by the Engineer.
14. The Vendor shall obtain and pay for police clearances if required for the project.
15. It is the responsibility of The Vendor to become familiar with the site and develop for approval a phased implementation plan, which will minimize the disruption to staff working at the facility, to carry out the defined scope of work.

Commencement and Completion Date

1. The start date of this contract is targeted for April 23, 2019. Continuous and progressive operation shall be carried out until the work is complete.
2. The completion date listed in this document is seven (7) months after the start date, which is defined as the Purchase Order issuance date. The work is to be substantially complete four (4) weeks prior to the completion date listed.
3. The Vendor is responsible to provide any and all forces necessary to complete the work within the specified timeframe. Should the work be delayed for any reason and be carried over ten (10) additional weeks, The Vendor shall not be entitled to any claims.
4. In the event that The Vendor cannot complete the work due to weather conditions, The Vendor will suspend the remainder of the work and expeditiously conclude the balance of the contract remaining when conditions allow it at no additional cost to the City.

Coordination with Owner's Subcontractors

1. The Contractor will cooperate with all City of Toronto personnel to facilitate the work of the contract including but not limited to maintenance and security personnel.
2. The Contractor will cooperate with the Owner's own contractors and staff to facilitate any on-going work within the building.
3. Coordinate work with that of other Contractors. If any part of work under this Contract depends for its proper execution or result upon work of another Contractor, report promptly to the Engineer, in writing, any defects which may interfere with proper execution of the work.

Integration to BAS application server

1. Provide the latest stable version of hardware, software and firmware required to integrate the new BAS to one of the BAS application server on the City of Toronto network including:
a. Open licence in the name of the City of Toronto with an unlimited number of controllers/points.
b. Two (2) years of licensing and product support, including patches, upgrades, drivers, et cetera.
c. Dedicated direct support for the duration of the warranty period.
d. All end-user, troubleshooting, programming/developer manuals.
e. City Project Manager to coordinate interactions with I&T department as required.
2. The contractor will be responsible to:
a. Manage changeover from the existing BAS to new BAS including maintaining access to existing BAS until the new BAS is commissioned and online.
b. Verify all site graphics (all graphical elements including links) are connected and fully operational. Create a log of deficiencies found. Track and correct all items using this log.
c. Decommission and dispose of existing BAS PC including existing network, cabinets and field components.
d. Provide 'typical' static sample graphics for each equipment type for review prior to implementation. Following implementation, customize the graphics to the satisfaction of the owner. Owner or consultant review of sample graphics does not constitute final approval of graphics nor does it relieve the contractor of their obligation to provide final graphics as per drawings and specifications.
e. Configure local and LDAP user accounts and segregate access to HVAC equipment or building sections as instructed by the Owner and/or Consultant.

Drawings and As-Builts

1. Maintain a complete set of record drawings and specifications throughout the duration of the work of the contract on site.
2. The project close-out documents (including CAD/PDF and hard copy as-built drawings) and the Operations and Maintenance manuals must be submitted by the Contractor and accepted by the Project Administrator before the Certificate of Substantial Performance can be certified by the Prime Consultant. The manual must include but is not limited to the following (refer to drawings and specifications for additional requirements):
a. Two (2) year warranty certification from the Contractor and its Suppliers
b. As-Built Drawings
c. Approved Shop Drawings
d. Inspection Reports and Certifications
e. Substantial Performance Certificate & Advertisement
f. Contact List (Design and Construction Teams)
g. Prime Consultant Final Completion Certificate
h. All of the above on three (3) CD/DVD/flashdrive and one (1) 3-ring binder

Security of the Site While Work is Being Performed

1. The Vendor will be obliged to adhere to the owners' Security Policies for work by outside Vendors while work is being performed.
2. The Vendor is solely responsible for securing the work site and protecting their equipment at all times throughout the duration of the project. The City will not be held responsible for any loss or damage to property as a result of an unsecure work site.
3. The Vendor is solely responsible for the loss of any temporary security access cards and keys issued to their staff and sub-trades.

Existing Utilities & Equipment

1. The Vendor is fully responsible for the protection of all utilities and equipment shown on the drawings, including any/all concealed subsurface utilities that service the site.
2. The Vendor shall be responsible for providing any utility locates as required to facilitate the work required by this Contract.

Environmental Control During Execution

1. The Vendor shall adjust system parameters for equipment under control of the new system (before handover and training) to maintain occupant comfort and respond to and accommodate occupant requests in coordination with building operations staff
