Tender Drawings are available on CD to purchasers of the tender document. Bidders must obtain a copy of the CD from the Tender Office of the Purchasing and Materials Management Division, 19th Floor, West Tower, City Hall, 100 Queen Street West, Toronto, during regular business hours (8:30 a.m. to 4:30 p.m.).
Proof of Tender purchase will be required to pick-up the CD. The vendors who have not purchased the Tender document will have to do so in order to obtain a copy of the CD.


SCOPE OF WORK:

Rehabilitation of Don Mills Road Bridge over Don Valley Parkway (Bridge ID.109), Spanbridge Road Bridge over Don Valley Parkway (Bridge ID. 112), Wynford Drive Bridge over Don Valley Parkway (Bridge ID. 191), and Lawrence Avenue Bridge over Don Valley Parkway (Bridge ID.149)

Project Description for Don Mills Road over Don Valley Parkway Bridge (Bridge ID.109) Rehabilitation.
The scope of work includes, but is not limited to, the following:

• Survey and layout;
• Traffic and pedestrian control for the duration of construction;
• Remove asphalt and waterproofing on deck and approach slabs;
• Concrete patch repair deck surface;
• Concrete patch repair approach slabs;
• Deck underside crack and patch repair;
• Concrete patch repair sidewalks;
• Replace expansion joint assemblies on deck and on sidewalks;
• Place asphalt and waterproofing system on deck and approach slabs;
• Install new parapet and railing system;
• Bearings replacement;
• Reface abutments;
• Concrete patch repair for pier cap and jacketing for pier columns;
• Apply concrete sealer on the abutments, pier, parapets and sidewalk;
• Maintain Toronto Hydro lighting during construction;
• Maintain and protect RESCU ducts;
• Miscellaneous associated road work;
• All other works as shown on the Contract Drawings and Documents

Project Description for Spanbridge Road over Don Valley Parkway Bridge (Bridge ID. 112) Rehabilitation.
The scope of work includes, but is not limited to, the following:

• Survey and layout;
• Traffic and pedestrian control for the duration of construction;
• Blasting and coating bearing plates, and structural steel;
• Concrete patch repair for pier cap and jacketing for pier columns;
• Apply concrete sealer on the piers;
• Replace slope paving;
• All other works as shown on the Contract Drawings and Documents.

Project Description for Wynford Drive over Don Valley Parkway Bridge(Bridge ID. 191) Rehabilitation.
The scope of work includes, but is not limited to, the following:

• Survey and layout;
• Traffic and pedestrian control for the duration of construction;
• Blasting and coating bearing plates, and structural steel;
• Concrete patch repair for pier cap and pier columns;
• Apply concrete sealer on the piers;
• Replace slope paving;
• All other works as shown on the Contract Drawings and Documents.

Project Description for Lawrence Avenue over Don Valley Parkway Bridge (Bridge ID.149) Rehabilitation:
The scope of work includes, but is not limited to, the following:

• Survey and layout;
• Traffic and pedestrian control for the duration of construction;
• Bearings replacement;
• Reface abutments;
• Concrete patch repair for pier cap and jacketing for pier columns;
• Apply concrete sealer on the abutments, and piers;
• Miscellaneous associated road work;
• All other works as shown on the Contract Drawings and Documents


CONSTRUCTION PHASING, COMMENCEMENT, COMPLETION, and LIQUIDATED DAMAGES

The project shall be divided into the following 2 phases.

Phase 1 – Construction works on the DVP

The Contractor shall not commence phase 1 site work before June 1, 2019, or being directed by the Contractor Administrator to commence site work.
The Contractor must complete all Phase 1 work includes all site restorations, clean up and resolution of all deficiencies associated with Phase 1 by September 1, 2019.
Liquidated damages for delay of $30,000 per day will be applied for each and every calendar day’s delay from the specified time for completion of Phase 1 until actual completion of Phase 1.


Phase 2 – Construction works on Don Mills Road

The Contractor shall not commence phase 2 site work before June 1, 2020, or being directed by the Contractor Administrator to commence site work.
The Contractor must complete all Phase 2 work includes all site restorations, clean up and resolution of all deficiencies associated with Phase 2 by September 1, 2020.
Liquidated damages for delay of $10,000 per day will be applied for each and every calendar day’s delay from the specified time for completion of Phase 2 until actual completion of Phase 2.

WORKING HOURS
Working hours during construction shall not be restricted. It is anticipated that 24 hour work days are required to meet the specified completion dates in both Phase 1 and Phase 2.

MANDATORY EXPERIENCE AND QUALIFICATIONS:

The Bidder must have the following experience in order to be considered for award:

1. In the past ten (10) years, the Bidder must have successfully completed, as the General Contractor as defined in the Construction Lien Act or Construction Act, three (3) bridge projects with an aggregate value of at least $24,000,000.00 or four (4) bridge projects with an aggregate value of at least $28,000,000.00, each with a value in excess of $5,000,000.00, all values excluding HST.

The projects listed must all include staged / phased bridge rehabilitation work on or over a divided highway with a minimum AADT of 30,000.
