The objective of the inclusionary zoning Engagement and Consultation Program is to support and inform the development of inclusionary zoning policies for the City of Toronto by consulting and engaging as many residents and stakeholders as possible.

2. Development of an Engagement and Consultation Program;

There are 4 core tasks required of the Vendor to complete the Scope of Work:
1. Working Planning and Project Initiation;
2. Development of an Engagement and Consultation Program;
3. Implementation of an Engagement and Consultation Program; and
4. Analysis and Reporting.

This program will consist of engagement and consultation design, facilitation, public engagement, stakeholder consultation, communications, and documentation of all activities.

The consultant will be retained for a minimum of 40 weeks. The following timeline estimates are to be used as a guide in finalizing the work plan:

• Working Planning and Project Initiation: by November 30, 2018;
• Development of Engagement and Consultation Program: by December 7, 2018;
• Completion of Phase 1 Engagement and Consultation Program: by April 1, 2019;
• Completion of Phase 2 Engagement and Consultation Program: by July 1, 2019; and
• Project completion: Fall 2019.
