The City of Toronto is inviting proposals from qualified firms with the proven skills, resources and relevant experience for the purpose of modernizing the City’s budget process across relevant City divisions, agencies and corporations.

The purpose of this project is to establish a class-leading budget planning, development and formalization process. The objectives of this project are to:

o Identify opportunities to leverage class-leading budget planning, development, monitoring, reporting and accountability practices at the City
o Improve the efficiency, effectiveness and agility of the City's budget process
o Strengthen the role of the City's budget process in supporting Council's strategic priorities
o Strengthen the alignment between the annual operating budget and the 10-year Capital Budget and Plan
o Increase transparency in the budget process, through a comprehensive reporting process, that will enhance public trust and confidence
o Enhance the collaboration, monitoring, reporting and accountability between the City with its agencies and corporations
o Support the City's Long Term Financial Plan and overall financial sustainability
o Seek opportunities to enable greater participatory budgeting concepts and mechanisms that will improve equitable, inclusive outcomes
o Identify future opportunities to leverage innovative technologies and solutions

The City’s range in budget for this project is approximately $200,000.00 to $250,000.00. Please note that this amount is only an approximation and does not reflect the total amount that will be paid to any Vendor. This amount is for information only and should not form the basis of any submission.
