SCOPE OF WORK:
Division to provide to PMMD
The Work includes but is not limited to the following:
1. Project startup including mobilization to the Site. Development, implementation, and maintenance of a Site specific Health and Safety Plan.
2. Provision and maintenance of temporary facilities and controls required to execute the work.
3. Compressor Building:
a. Replacement of glycol heating system at south end mechanical room.
b. Installation of new glycol piping from the north end of the compressor building to the WGB building.
c. Install new 50mm WGB pilot line natural gas supply header from the natural gas header on the east exterior wall of the gas compressor building to the WGB building. New pilot line shall be surface routed as shown on drawings. Disconnect and abandon the existing buried WGB pilot line natural gas piping at the natural gas header at the east exterior wall of the compressor building. The existing pilot line shall remain active until the third and final flare is isolated for removal.
d. Installation of an oil water separator on a new platform in the compressor building basement connected to the ground level floor drains. Waste oil from the separator shall be sent to the waste oil tank on the main floor and water from the separator shall be sent to the nearby sump pit.
4. WGB Building:
a. Sequential replacement of each WGB system including supporting mechanical and controls systems while maintaining two operational WGBs at all time.
b. Demolition and removal of existing WGBs including WGB controls and associated support systems and metal framed caged enclosures at each flare base.
c. Replacement of guardrail and lighting fixtures on the WGB building roof.
d. Concrete repairs to the roof slab of the WGB building.
e. Replacement of WGB concrete housekeeping pads.
f. Placement of concrete topping on the entire exposed roof of the WGB building.
g. Enclosing of the WGB building including, but not limited to, the addition of masonry infill walls, windows, doors, wall liner, heating and ventilation systems.
h. Replacement of the WGB building access ramp, walkways and fencing around the building.
i. Installation of Building Automation System (BAS) with integration to plant SCADA.
j. Integration of the WGB operations and controls to emergency power fed by existing UPS including the installation of a new feeder from the Head House black start generator to the UPS in the digester electrical room and installation of an automatic transfer switch.
k. Replacement of main WGB digester gas and sour gas supply piping, isolation valves, flame arresters, pressure regulators and appurtenances.
l. Upgrades of the WGB system to satisfy TSSA based on latest Code for Digester Gas and Landfill Gas Installations – CSA B149.6-15.
m. Testing, training and commissioning of the new/upgraded WGBs operational and control systems.
5. Site Work:
a. Installation of a pre-fabricated building for housing new WGB control panels, and electrical systems including installation of a foundation.
b. Installation of a new electrical duct bank and manhole from the digester 7 & 8 sludge gallery to the WGB building.
c. Installation of cable tray and pipe supports with concrete foundation from the WGB control building to the existing gas compressor building.
d. Installation of new retaining walls, concrete walkways, curbs, site grading and restoration.
6. CONTRACTOR shall remove items as identified in the Contract Documents for removal or demolition, and CITY shall retain the first right of refusal on all equipment to be removed and/or demolished.
7. Testing of WGBs prior to return to service. In accordance with TSSA and CSA B149.6-15, CONTRACTOR shall include TSSA inspection and test witnessing fees.
8. Comply with requirements for provisional items in accordance with Section 5A Specific Conditions of Contract.
9. Other miscellaneous works as outlined in the Contract Documents.
10. Demobilization and closeout.
