Pre-bid meeting:Bidders are required to attend the following Mandatory Site Meeting to ascertain the amount of work involved.

A Mandatory Site Meeting will take place at 10:00 am local time on October 19, 2018 on site. Meet with the City representative at the small parking lot at the corner of Marine Parade Drive and Waterfront Drive within the Park. Site meetings will not be available at any other times.

Bidders must sign in with the City’s Representative at the Mandatory Site Meeting during the designated date and time for their Bid to be considered.

Bids submitted by Bidders that do not attend the mandatory site meeting SHALL be declared non-compliant.

Every Bidder shall submit with their Bid a Bid Bond in the amount of 10% of the Bid amount and will agree to provide a Performance Bond and a Labour and Material Bond for the due and proper performance of the Work, each in the amount of 50% of the Contract amount including an extended 24 month warranty period. The Bonds will be issued by a licensed surety company authorized to transact business in the Province of Ontario and shall be maintained in good standing until the fulfilment of the Contract.

Scope of Work Summary
The following is a summary for the reference of bidders.

Please note that full specifications and drawings are provided in a separate CD package accompanying this tender document.

The scope of work involved in this Tender shall consist of the supply and installation of all materials as detailed on the project drawings and specifications; including all labour, materials, tools, equipment, overhead, profit, coordination, warranty, etc. necessary for the completion of the work. No equipment, labour, materials, tools, etc. or storage facilities shall be provided by the City unless noted otherwise on the project drawings.

1.0 Scope of Work

The Scope of Work for this project includes, but is not limited to the following:

1. Site protection and multi-use trail traffic control detour signage, tree protection, sediment control
2. Removal of trees, asphalt paving, interlock paving, concrete edges, etc.; removal, storage & protection of site furnishings, various park signs, post and rail fences, rock stones, etc. for reuse.
3. Construction of a wider multi-use trail including asphalt, concrete and interlock paving; granular paving, concrete curbs, tactile warning plates; re-installation of removed & stored items, painted lines and markings, sod restoration, asphalt restoration in parking lot staging area, localized grading and drainage improvements including catch basins, manhole & drain pipes, retaining rocks, dry-laid natural stone walls, tree and shrub planting, shade structures, and site restoration, etc.

Mandatory Submission Requirements - Experience and Qualifications
A. Experience and Qualifications Form
The Bidder must have successfully completed as the General Contractor:
1. A minimum of three (3) projects in the last seven (7) years, each of which are comprised of a landscape component of similar scale, detail and complexity as this project.
2. At least one (1) of these projects must have included Testing and commissioning in scope.
3. At least one (1) of these projects must have required co-ordination with local utilities for existing services.
4. At least one (1) of these projects must have had a minimum value of $500,000.00 Canadian Dollars (excluding taxes).
5. At least one (1) of the projects must have included a trail improvement completed for a government agency or a municipality and must have involved staged/phased construction activities.
6. At least one (1) of these projects must have been a multi-use trail revitalization or new construction with a large municipality delivered on time and within budget.
