The purpose of this RFP is to select a qualified Proponent(s) with demonstrated experience as described in this RFP in providing one or both of the following tenant services for the City of Toronto's Shelter, Support & Housing Administration Division (SSHA). The scope of tenant services set out in this RFP includes:

A Telephone Information Service for Tenants to respond to inquiries from City of Toronto tenants living in Private Market Rental Housing with respect to landlord and tenant matters under the Residential Tenancies Act, and;

An AGI and Other Tenant Support Services Addressing Landlord-Tenant Issues to support City of Toronto tenants living in Private Market Rental Housing in preparing responses to their landlords’ applications for above guideline increases in rent (AGI) and demolitions and conversions of their buildings to condominiums. The tenant support services will also provide support to address tenants' applications about maintenance for building-wide issues.

The provision of one or both of these services, as the case may be, must begin from the date of award and the successful execution of an Agreement for a period of one (1) year with an option to renew for two (2) additional one-year terms, at the sole discretion of the City. Pricing must be fixed and remain firm for the duration of the contract including any option years.

The City wants to ensure that the funding is used effectively to provide information, support and education services to tenants to deal with landlord-tenant and housing issues. The successful Proponent(s) should not provide advice to tenants. The City's expectation is that the successful Proponent(s) would provide information, explain tenants' options and provide appropriate referrals.

This RFP is solely for the delivery of the Services. Nowhere in the RFP, either implicitly or explicitly, is there a request to conduct advocacy initiatives.
