a. The purpose of this assignment is to provide the City fluvial geomorphic and water resources engineering services for an updated geomorphic risk assessment of all sanitary sewer infrastructure crossings and locations where infrastructure falls parallel to the channel bank that would be at-risk as a result stream erosion along Taylor Massey Creek and its tributaries. Results of the study will form a priority ranking of recommended restoration projects, and to develop a phased implementation plan over the next 20 years for the protection of Toronto Water infrastructure.
b. Conceptual plans with cost estimates and assessment of constraints will be developed for the highest priority sites to allow Toronto Water to quickly implement critical and urgent work once the prioritized plan is confirmed. The successful Proponent shall review the rehabilitation solutions presented in the TMCGSMP, and refine and build upon the existing work to create further conceptual plans to address erosion and storm damage for the purpose of protecting sewer infrastructure through stream restoration and stabilization in areas of Toronto Water infrastructure.
c. The TMCGSMP gives an initial list of sites to be reviewed in the updated risk assessment, however, other high priority sites may be identified during this study, and are intended to be incorporated in the conceptual plan development. All other sites under the phased implementation plan will be reassessed in a future study.
d. Project study limits for this assignment are identified as the entire length of Taylor Massey Creek, Reaches 1 through 15 (Figure 1), and three tributaries:
1. Ferris Creek (also known as Taylor Creek on Google Earth, or Ferris Ravine Creek, in City permits with fish habitat agencies). Study limits for this tributary include approximately 550m of watercourse extending downstream from Rexleigh Drive but excluding approximately 70m that extend upstream from the Taylor Massey Creek confluence (Figure 2). The area to be excluded will be the focus of a separate, future, design project.
2. Curity Creek (also known as Sandra (Parkette) Creek in City permitting with TRCA). This tributary originates from a storm sewer from Home Depot located on Curity Avenue. Study limits for this tributary include approximately 650 m of watercourse extending downstream from St. Clair Avenue East (Figure 2).
3. Fir Valley Creek (also known as an unnamed tributary). This tributary originate from a storm sewer west of Warden Avenue, north of Firvalley Court (Figure 3). Study limits for this tributary include approximately 400 m of watercourse extending downstream from Warden Avenue.
e. To achieve the above objective, the scope of work for this project includes all engineering services related to study, risk management analysis and conceptual plans for prioritizing the protection of Toronto Water infrastructure through stream restoration and stabilization, and associated infrastructure repair/rehabilitation or replacement, for the above-mentioned reaches.
f. Project Elements are outlined in detail in Section 2.3. The Proponent shall, in their proposal, provide a work plan and an order of undertaking the project elements which is most appropriate for the Proponent's Study methodology and the seasons of the year.
