The purpose of this RFP is to select a qualified Proponent to provide a cloud based, Vendor hosted service for Toronto Public Health (TPH) that will support the TPH Research Ethics Review process.

A cloud based automated Solution will increase the efficiency of the Research Ethics Review Process and assist Researchers, the REB Chair and Internal Staff to monitor the progress of research applications/proposals through the review process and ensure that all required approvals are in place before research proposals, amendments and continuing research renewals are approved.

The Vendor shall be responsible for the delivery of a cloud based, Vendor hosted Solution to support TPH’s Research Ethics Review process.

3.1 Project Structure

The Project will be managed at TPH, 277 Victoria Street, Toronto by the City Project Manager. The Vendor Project Manager will work in collaboration and consultation with the City Project Manager.

3.2 Project Objectives

(1) The overall goal of the online Research Ethics Review Solution is to provide a cloud based Solution that will:
(a) Provide a simple to use Solution that meets all of the City's requirements, including those in Appendix F and Appendix G.

3.3 Deliverables and Timelines

(1) In consultation with the City Project Manager, the Vendor will:

(a) Within 2 weeks of receipt of City purchase order Begin the delivery of a Solution to manage the review of Research Applications/Proposals as a cloud based Solution.

Work with the TPH Web Services Group to ensure the Solution can be launched from the TPH website.
(b) Work begins within 2 weeks of receipt of City purchase order. Actual elapsed time will be dependent upon the amount of work required. As required, the Vendor will customize the Solution to include TPH branding and any modifications as negotiated with the City.
(c) Work conducted in parallel with Solution Customization. Actual elapsed time will be dependent upon the amount of work required. Work with TPH users to develop customized submission forms (per samples provided in Appendix K and other forms to be identified during the project planning phase). These samples will continue to be refined.
(d) Work begins within 1 month of completion of Customization and form development. Actual elapsed time will be dependent upon the amount of work required. Work with TPH Information Technology Service to complete a Vulnerability Assessment (VA) or provide the results of an independent security review, if deemed necessary prior to going live. Any additional costs associated with the assessment will be the responsibility of the City. The Vendor shall remediate any high risk, in-scope findings resulting from any of these assessments before the Solution is deployed.
(e) Within two months of the completion of Customization and form development and updates required from the VA results. Obtain TPH User Acceptance Testing (UAT) sign-off dependent upon a successful pass of each identified test case.
(f) After UAT signoff, and as directed by the users. Assist with the launch of the Solution for submission of research applications.
