City of Toronto tables best offer to Union
  
The City of Toronto has tabled its best offer to the Canadian Union of Public
Employees (CUPE) Local 79, representing the City's inside workers. The best
offer includes a wage increase, proposals on employment security, seniority,
transportation, and job protection for part time workers.

The settlement offer includes the wage increase that was accepted by outside
workers and library workers, both represented by CUPE Local 416. The wage
increase is also similar to that accepted by police and TTC workers.

Highlights of the City's best offer include:

Wage Increases:
- $400 signing bonus for 1998
- 2% increase retroactive to January 1, 1999
- 2.17% increase retroactive to January 1, 2000
- 3.2% increase effective January 1, 2001
- Harmonizing benefit plans; some employees will receive a greater level
of benefits
- Extensive grandparenting of certain benefit provisions (e.g. group
life, vacation entitlement, sick leave plans, transportation/car
allowance)
- Mileage allowance of 42 cents a kilometre; for the majority of
employees, this is an increase of 6 cents a kilometre
- Improvement to shift bonuses and premiums
- A single promotion process that applies to all employees in the
bargaining unit
- Provisions which recognize the largely female composition of the
bargaining unit, including part-time employment opportunities,
employment equity, training and educational upgrading, improved leave
of absence provisions, access to child care
- Improved terms and conditions for part-time employees
- Double overtime if an employee works on statutory holidays
- Employment Security based on length of service if the City contracts
out services
- A joint process with the union for harmonizing wage levels, within
defined timelines
- A written assurance for implementing pay equity, including a financial
commitment
- Converting temporary jobs to permanent jobs
- New modified work program,
- Employee assistance programs

The city did not want a strike and believes it is completely unnecessary.

The City of Toronto will implement a contingency plan announced on March 22, to ensure that key services continue.

Currently the city has over 1,000 grievances from Local 79 that relate to
promotions, job postings, and other amalgamation issues. These grievances could
be resolved with the implementation of the best offer.

The City of Toronto has been in negotiations with CUPE Local 79 to arrive at a
first contract with its 20,000 inside workers for more than a year. The City
wants to merge more than 20 existing collective agreements from the former
seven municipalities into a single new contract.
