Councillors Call on Environmental Commissioner for Report to the Legislature on Oak Ridges Moraine
The Co-Chairs of Toronto's Oak Ridges Moraine Steering Committee want Ontario's
Environmental Commissioner to deliver a Special Report to the Legislature on
the Oak Ridges Moraine. Councillors David Miller and John Adams want
Environmental Commissioner Gordon Miller to use his authority under Section
54(4) of the Environmental Bill of Rights to review the need for new
legislation, regulation or policy on the moraine.

The Councillors are calling on Commissioner Miller to take action after
Municipal Affairs and Housing Minister Tony Clement, Natural Resources Minister
John C. Snobelen and Environment Minister Dan Newman denied the need for a
policy review.

"It is ludicrous for the government to continue hiding behind outdated interim
planning guidelines from 1991 as adequate protection for the moraine; the
government knows full well the guidelines were intended to be updated and
formalized," said Councillors John Adams and David Miller. "There have been
numerous studies and reports since 1991, including reports from the
government's own scientists, showing the need to protect the entire 160 kms of
the moraine from the Niagara Escarpment to Rice Lake."

Local municipalities, scientists, planners, conservation groups and residents
have repeatedly warned the government of the need for long-term protection of
the ecological integrity of the Oak Ridges Moraine. York, Durham and Peel
Regions have also advised that their Official Plans are not capable of dealing
in a substantive manner with issues that extend beyond their boundaries.

"Any development on the Oak Ridges Moraine could have serious long-term effects
on Toronto's quality of life and water because the headwaters of the city's
three rivers begin on the moraine," said Councillors Adams and Miller. "It is
vital that the Environmental Commissioner Gordon Miller live up to his
responsibilities to protect the health and well-being of all the residents of
this province."
