City of Toronto outlines labour disruption contingency plan
  
Today, the City of Toronto announced its contingency plan in the event of a labour disruption involving the Canadian Union of Public Employees, Local 79 (CUPE), which represents the City's 23,000 "inside workers." Local 79 will be in a legal strike position and the City in a legal lockout position as of 12:01 a.m. on Saturday, March 24; that is, one minute past midnight on Friday night.

"The City has a contingency plan in place that outlines the key City services that will be affected in the event of a labour disruption," said City Manager Joe Pennachetti. "The City will implement this plan if required. We are still committed to reaching a negotiated settlement with Local 79 and we are working around the clock to reach an agreement that is reasonable and fair to employees, the City, and residents."

In the event of a labour disruption involving Local 79, many City services will continue, however where services and programs will be affected, residents and businesses are being asked to be patient until a collective agreement with Local 79 is reached.

The plan announced today and any updates will be communicated on the City website at toronto.ca, onTwitter (@TorontoComms) and through advertising. Residents and businesses with questions about the contingency plan should call 311.

Toronto Police, Fire, Emergency Medical Services (ambulance), TTC, the City's 10 Long-Term Care Homes and Services and Toronto Community Housing properties will not be affected by a labour disruption involving Local 79. In addition, the City’s water supply and sewage treatment systems will continue to function within established safety and quality standards. Residential and commercial (Yellow Bag customers) garbage, recycling, green bin, yard waste, electronics, metal items (i.e. large appliances) and bulky items (i.e. furniture) curbside collection will continue in all areas of the city.

If there is a labour disruption, picketing can be expected at City facilities. If crossing a picket line, residents should follow all direction given by picket line liaisons and monitors. If any conflict arises, residents should speak with City management staff who will be available onsite.

The City has been bargaining with Local 79 since December and remains committed to negotiating a new collective agreement that is fair, reasonable and affordable.
